Why India came back to the negotiating table

ISLAMABAD: Renewed international pressure and growing realisation in New Delhi that the rapidly changing situation in Afghanistan could deprive it of its strategic leverage in the region has forced the sudden change of heart in India regarding ties with Pakistan, according to diplomats and analysts.

“It was being increasingly felt by strategists in New Delhi that after recent conferences on Afghanistan that endorsed President Hamid Karzai’s plan for reintegrating Taliban, India was being left out and Pakistan might take the centre stage,” a diplomat told Dawn when asked about the Indian proposal for resumption of bilateral talks.

It all started with Indian Foreign Secretary Nirupama Rao’s call to her Pakistani counterpart Salman Bashir, almost a week ago, inviting him to Delhi in February for talks on wide-ranging issues that have been constraining the bilateral ties, particularly in the aftermath of the 26/11 Mumbai terror attacks.

She expressed Indian government’s willingness to discuss issues besides terrorism which would remain the focus of the parleys.

Ms Rao went to the extent of offering negotiations on contentious issues like the water dispute, but stayed short of suggesting resumption of the Composite Dialogue.

India’s eagerness for resuming talks was evident from Home Minister P. Chidambaram’s belated admission that there was also a local Indian link to Mumbai attacks for which New Delhi had earlier been blaming Pakistan-based terror groups only.

Things afterwards started moving at a rapid pace towards detente. Pakistan sought clarifications and on Friday High Commissioner Shahid Malik met Ms Rao in New Delhi to discuss the agenda and possible dates for the meeting.

Although Pakistan is insisting on accepting nothing short of Composite Dialogue, there is realisation in the Foreign Office that sticking to revival of peace talks may jeopardise the opportunity for normalisation of strained ties.

The thinking is that the offer of initial contacts should be availed and subsequently taken forward to full resumption of Composite Dialogue.

“The attempt is to keep talking about the issues which are of concern to us,” Mr Malik said.

Although analysts and diplomats believe there are a number of factors that triggered the rethinking in India, the primary reason remains the changing scenario in Afghanistan coupled with the impending reintegration of Taliban in Afghan society.

Afraid of losing all the strategic gains made by India in Afghanistan by investing over $2 billion, it was thought that Indian interests could be best served by re-engaging with Pakistan.

The Istanbul and London conferences and acknowledgment by Nato commanders that Indian role in Afghanistan needed to be clipped to address Pakistan’s concerns showed the proverbial writing on the wall to the Congress government.

The global endorsement of President Karzai’s plans for reintegrating Taliban in Afghan society, motivated by the West’s eagerness to get out of Afghanistan as quickly as possible, was seen in New Delhi as strengthening of Pakistan’s position because of the role Islamabad was expected to play in wooing the Taliban. Equally worrisome for India was Pakistan’s offer of training the Afghan police and army personnel.

Sustained international pressure on New Delhi to mend fences with Islamabad also played a role.

The pressure from the UK and US increased in recent months, as the coalition forces in Afghanistan got ready for the final push in the war-torn country before pulling out.

Prime Minister Yousuf Raza Gilani, speaking at a Kashmir day event, also attributed India’s change in stance as a manifestation of the increasing international pressure on New Delhi.

Progress in the prosecution of alleged mastermind of Mumbai attacks in Rawalpindi courts where the accused have been indicted after lengthy delays and the first witnesses deposed last week provided the right ‘face saver’ to India to restart talks with Pakistan.

Indian Foreign Minister S.M. Krishna, in his interaction with media personnel, described these developments as constructive signs.

“Any step forward in the direction of Pakistan also investigating the Mumbai attacks will certainly make it easier for India to carry out normalisation of business with Pakistan,” Mr Krishna had noted.

Additionally, detractors of the Indian government began to characterise Indian stance of not engaging with Pakistan as futile. The upcoming Saarc events – the interior ministers’ meeting in Islamabad and the summit in Thimphu, Bhutan -– hastened the Indian decision, because it no longer wanted to be seen as stalling the peace process.

With all set for the two countries to resume bilateral talks, there are worrying signs as well. Jamaatud Dawa, accused of being a front organisation for banned Lashkar-e-Taiba, the group blamed for Mumbai attacks, is seen as gaining strength after holding a series of meetings in Muzaffarabad, Peshawar and Lahore.

The first high-profile activities by the group since the Mumbai attacks have almost coincided with a thaw in Pakistan-India relations.

This in itself may throw a spanner in the works and the much-awaited restoration of peace process may elude the people of the two countries.

      • Pakistan has been inviting India to resume talks ever since Mumbai attacks. so saying that India is initiating the peace process is ridiculous, it took them more then a year to reply to Pakistan’s offer.

    • A house wife felt disgraced enough in a rural Indian home that she decided to leave her house. She walked away and sat on the river bank just out of her village in hope that her husband would feel repentant and come to get her back only on her conditions. No one came. In the evening, she returned home by herself while holding the tale of the house dog. She declared that she was returning home only because the dog insisted really hard for her to come back. The case of Indian decision to re-kindle the dialog process with Pakistan is not very different from the woman’s.

      It is indeed true that the primary reason for Indian change of heart remains the changing scenario in Afghanistan coupled with the impending reintegration of Taliban in Afghan society. Indians see the clear writing on the wall for their doomed dirty game in Afghanistan during the coming months and years. The basis of this bloody evil game was deception that was skillfully used, one must admit, to make the Muslims of this region fight with each other. But one must be mindful that such deceptive games are normally very short-lived, especially so in the modern ages of mass communications and higher public awareness. Anyhow, Indian fear of great loss in Afghanistan is not baseless. But that sense of loss can not really force Indians to start talking with Pakistan again. Indians perhaps know that Pakistanis would not leave any thing that is achievable by them in Afghanistan to India merely because Indians have re-started the protracted process of dialog with Pakistan.

      Many observers are nurturing the misplaced idea of the international pressure being the decisive factor in forcing India to start the dialog with Pakistan. Any one, especially the Pakistani, who knows the Indian psyche well would agree that Indians can not care less about the appeals, resolutions, and the international agreements. All their history is witness to the habitual violations of these laws. Indians are in violation of UN resolutions on J&K for more than six decades. The only other rouge country in this league of disgrace is Israel. Indians have flouted and continuously violated the Indus water basin treaty facilitated and guaranteed by the World Bank. Indians unilaterally suspended bilateral relations with Pakistan several times in past. Their harsh reaction in the wake of the fake attack on the Indian parliament building in 2001 and similarly the self-planned Mumbai attack in 2008 was just an example of the knee-jerk nature of their mentality. India has broken, abandoned, or manipulated many bilateral international treaties with Pakistan in the past. India is an active member of the gang of evils active in Afghanistan. Who, then, is putting pressure on India to talk with Pakistan? Such an idea is merely a figment of imagination of either an isolated observer or a spin doctor. It has nothing to do with the reality.

      India has traditionally exploited its ties with global powers to hit, coerce, or at least blackmail Pakistan.
      a) Personal love affairs of (both mail and female) Indian leaders with members of ruling British ruling class in India were used to get undue favors for India such as giving strategic areas to India while drawing the boundaries of new born state of Pakistan.
      b) Active military support from the erstwhile USSR was secured to dismember Pakistan in 1947. Provision of latest military systems, including AWACS that were operated by Soviet pilots during 1971 war, along with solid diplomatic support (to ward off any Chinese pressure of India) were, in fact, the most crucial external factors for the Pakistani military defeat in 1971 war.
      c) During 1998 Kargil fight, India begged USA and Israel to bail India out. The Israeli rouge state not only supplied India with crucial weapons and intelligence while USA managed to twist Pakistani arm by exerted unbearable diplomatic pressure on the then Pakistani government of Nawaz Sharif.
      d) In the aftermath of nine-eleven, India found a very conducive global environment that was hostile to the Muslims in general and Pakistan in particular. India took no time to hookup with the western powers along with other rouge states to play a dirty evil game in Afghanistan against Pakistan. Indians needed a protective umbrella from the occupation forces in Afghanistan in play its dirty game. After the fake attacks on Indian parliament building, India brought all its forces into offensive positions along the border with Pakistan. After they failed to intimidate Pakistan into submission, the Indian official were found complaining of a betrayal by the USA. India was assured, claimed the Indian officials, at a higher official level that Pakistani strategic assets would be rendered ineffective by the USA during that standoff. That assurance turned out to be a hoax. In the process, however, the Americans were able to extract wholesale concessions from Musharraf for in support their operations in Afghanistan. Indians were clearly used by the Americans.

      The irony is that India has been accusing Pakistan all along since 1950s of having an alliance with extra-regional powers to let them interfere in the affairs of the sub-continent. It is just one example of traditional Indian double speak.

      The past and recent Indian game of using Afghanistan for promoting and using terrorism against Pakistan has had many manifestations. The covert support to the militants of the TTP in FATA and BLA in Blochistan is only one dimension. Well orchestrated attacks on visiting sports teams is another one. Indians overtly tried to pressurize the Sri Lankan government to cancel Sri Lankan cricket team’s Pakistan visit. On failing get that, Indians forced Sri Lanka to accommodate Indian team’s visit to Sri Lanka right in the middle of their team’s Pakistani visit. Subsequently, the visiting Sri Lankan team was attacked in Lahore by using the assets in the TTP. Indians are now worried about the security aspects during the coming sports events in India. That may actually be one of the reasons that Indians thought it necessary to mend their affair with Pakistan. Indians fell to disgrace by trying to hit a foreign visiting team in Pakistan and sabotaging future sports events in Pakistan. Pakistanis have no appetite for such a disgraceful behavior. However, given the rouge behavior of extremist fanatics of Hindu terrorist organizations of RSS, BJP, and a host of similar Hindu terror organizations, it won’t be a surprise that these Hindu terrorists stage a drama by harming the visiting foreign teams and then try to put the blame on the ISI.

      Post nine-eleven, Indians had a vision of India as a local bullying power, as a junior partner of global powers, with this region being a sphere of exclusive Indian influence. The whole Indian game was designed to achieve an uninterrupted access to the vast energy and mineral resources of the Central Asia. Indians overly relied on foreign powers to timid Pakistani nation in order to get transport routes for their trade with Central Asian States. Indians have been able to gain only disappointment on that front too. The other option that Indians have been pursuing in the past was to use Iranian route to get access to Central Asia. That option, in the first place, was not really feasible for Indian trade. With Indian participation in the dirty game of foreign powers (including Israel) being played against Iran has practically shut that option down on Indians. Indians have thus lost billions of dollars that they invested in constructing the Iranian port of Chah Bahar and a rode linking it with Afghanistan. Now, without Pakistani permission, Indians are about to lose their investment in Afghanistan too. That is another crucial factor that is giving Indians sleepless nights.

      On its march towards becoming a regional bully with the help of out-side powers, Indians did not hesitate backstabbing their nominal Iranian friends (to whom they used to claim of having historical and cultural relations), spreading a vast network of terrorism in Pakistan, and sending terrorists in two soft regions in China. They also started showing eye-brows to Russians. Now that the game has changed, Indians will have to pay the price for their crimes and bloodbath that they created in Pakistan and Afghanistan. It is that fear that is forcing Indians to act now to forestall the Muslim retaliation for Indian terror and mischief. Indian forces have killed more than ninety thousand Kashmiris since 1989. Their terror game in Sri Lanka was defeated just recently and Tamils of Sri Lanka and Indian Tamil Nadu state are hurt on great Indian betrayal. Indians feel defeated, isolated, and vulnerable to retaliation. Indians, however, need to understand that merely re-starting dialog with Pakistan is no more going to buy indefinite time for India. During the 1990s, the selfish world powers bailed India out by criminally labeling the Kashmiri freedom movement as terrorism and thus giving their tacit approval of illegal Indian occupation of J&K in continued violation of UN resolutions. This time around, no foreign power will be allowed to bail India out and help Indians keep the Kashmiri people in the jaws of brutality and slavery.

      • Pakistan backstabbed India in Kargil? Hitting a robber and trying to choke an intruder is not backstabbing. India is in illegal occupation of J&K in clear violation of the UN resolutions. It is the right of the people of J&K and Pakistan to fight against that illegal Indian occupation. It’s not called backstabbing. It is freedom struggle.

        2001 and 2008 attacks planned from Pakistani soil? Yeah, that’s right. But any proof? Not at all. Fake statements from accused taken under torture and a list of things like a lighter, a toothpaste, etc. does not really amount to a credible proof in the free world. Such proofs may only be used in India to suppress and prosecute Indian minorities and Dalits. In fact, these proofs were just used as a formality by India. The actual thrust of Indian effort was hegemonic coercing and diplomatic blackmailing of Pakistan that obviously failed. I would suggest you to find out how the SIMs, used by the attackers during Mumbai attacks, that were bought in India by an Indian undercover agent made their way from Indian to Indian occupied J&K to all the way to Pakistan. Why the Indian government refused to allow any international agency (such as the Interpol) to examine the Indian investigations and proofs. It seems that Indians played a role in orchestrating these attacks (if not staged completely by them as was the case in the hoax attack on their parliament building in 2001) hoping to intercept and hunt down the attackers (except one or two for getting confessions to be used for blackmailing Pakistan) with impunity. The game, it seems, got out of Indian control and thus turned into a national embracement for Indians.

      • Which proofs you are talking about? You don’t have a single proof. Why did not India show any proof to any international agency. Interpol chief formally requested for such an evidence. Why Indians failed to share any thing? I am not interested to waste my time on crap that you may have to offer. You may have hundreds of propaganda items and articles. Indians are in habit of first spreading the falsehood through their spin mills and then project it as facts. Joothi Akashwani failed miserably in the past and today’s world does not really believe in any Indian claim regarding Mumbai attacks. The single live accused, Kasab, stated in the court that he was actually caught by the Indian agencies twenty days before the attacks. That statement turned out to be real embracement for the Indians the world over. Where are the court hearings now taking place? Why they are hiding the facts? Indians apparently know no limits to their shamelessness.

Greed and aggression against all neighbors are the hallmarks of Indian policy all along its short history of independence. What backstabbing then you are talking about in Kargil? Indian troops did not vacate their posts because they thought that peace with Pakistan is around the corner. We never expected that from our rouge neighbor. It was a simple case of unprofessionalism and laziness on part of Indian forces. They did not want to stay there in harsh weather conditions. They paid heavy price for that.
