‘COLD START’ DOCTRINE

Bennet Ramberg, an erstwhile US State Department insider has written an article under the title ‘India: Let Kashmir Go’ in a recent issue of The Christian Science Monitor. He thinks following the Mumbai tragedy, ‘—– the possibility of war may intensify in years to come if India ramps up its ‘Cold Start’ military doctrine.
India has apparently war-gamed this strategy since 2004. According to Mr. Ramberg it is based on the assumption that occupation of limited Pakistani territory, following a surgical military strike, could be used as a bargaining chip to force Islamabad to heel. More dangerously, it presupposes that it can be done without crossing the nuclear threshold.
The doctrine has serious basic flaws. It assumes that Pakistan will accept any Indian military adventurism passively. If anything, the opposite is true. No government, especially one that is politically weak, can survive without being seen to be reacting decisively in the face of attack. It is also a fallacy that once started the war will remain confined to a small geographic location. Logically, Pakistan can be expected to strike back in areas of Indian weakness and things are bound to escalate from there.
It is possible that the concept may be based on the premise that after the Indians have made some gains in a surprise attack the United Nations will step in and bring about a cease fire. The Security Council resolutions are dependent upon consensus and not all of its permanent members may be in favour of an early end to the war. The acceptance of any ceasefire will be dependent on Pakistan . She may like to hold out until after making some countervailing gains of her own.
The assumption that the nuclear threshold will somehow not be crossed does not conform to the basic concept of deterrence. Pakistan does not have a ‘second strike’ nuclear capability at the moment. If she is not to put a substantial part of her nuclear arsenal at risk she will be obliged to strike first. If some naïve politician makes a statement that is different for whatever reasons, it would be inadvisable to use it as an element in military planning. Secondly, it is fatal to try and anticipate where the nuclear threshold may lie. Chances are it is not even fixed.
Too many generals in the past have courted catastrophe by under-estimating the enemy. One hopes the Indians will remember this and will also take into consideration all the other imponderables involved. Unlike in the past, any miscalculation can have potentially horrendous consequences in the present situation. Wisdom demands that the risk/benefit ratio of any ‘Cold Start’ be weighed extremely carefully.
It will be apparent even from a cursory study of military history that it is very easy to start a war; any fool can do it and many have in the past. Unfortunately, once started, wars have a mind of their own and more often than not assume unpredictable proportions, durations and directions. Bringing about a satisfactory end to a war is a very different kettle of fish that holds no guarantees even at the best of times.
The solution to most problems of this world does not lie in throwing in the military. What happened in Mumbai was tragic, uncalled for and has to be condemned in the strongest possible terms. But starting a war with Pakistan will solve nothing except to compound the tragedy possibly a million-fold.
The situation is not dissimilar to what transpired between Britain and Ireland in the seventies and eighties on the IRA issue. In the end, it was resolved through wisdom and patience. Perhaps, we should take a leaf out of that book and see if we can learn anything. But before that can happen we have to renounce threats and the use of force that are futile and utterly counter-productive.

Mr. Asim you are right in suggesting this as I have devised the same stratagey while interacting with Diplomates in Islamabad,Quoting their media reports and then seeking their take on it.
It has to be be polite but with true facts and trust me it does work.

I am an Indian Hindu and proud of both my nationality and religion. I do not believe in hating an entire community, not even Pakistani Muslims. However, many of the links given in your blog, such as one zillion reasons as to why one should leave India, make little sense. That article has nothing to do with Pakistan, and the fact is, that AS FAR AS DEMOCRACY AND HUMAN RIGHTS ARE CONCERNED, PAKISTAN IS FACING MORE PROBLEMS THAN INDIA. sO, PAKISTANI FRIENDS SHOULD FOCUS MORE ON SOLVING THEIR OWN PROBLEMS THAN TRYING TO RIDICULE INDIA. And Mr. Asim, if Muslims in India have some problems, it is not as though Hindus in Pakistan are not facing any problems. Otherwise, both Indian Muslims and Pakistani Hindus have occupied celebrated posts in both the countries like playing for their respective cricket teams and being Ministers or Chief Justice, so to exaggerate the problems of the religious minorities in both the countries would be unfair. Democracy has been very unstable in Pakistan, and religious extremists and the Armed Forces rule the country. Pakistani friends need to solve their own problems, just as we do.
The people like MR. Mubashir only spread disappointment & disinformation among the nation. The people like him do not beleive Allah and HIS powers who can change any thing. The need of the hour is to believe HIM firmly and try to bring change in ourselves according to the teachings of ISLam & Quran. Inshallah we will see a developed Pakistan soon irrespective of the fact that there are so many problems and issues but Allah Almighty will bring change among these issues because there are so many people still are prersent in Pakistan who are dead honest, loyal, patriotic and true muslim and are strugling for this country. This country has basis on the sacrifices of so many women and their sons so this coubtry can be ruined. Inshallah change will come soon and the people like Mr. Mubashir will see this change. Reember one more thing MR.Mubashir always emotional and fanatics bring change not the people who are more intellectual. These type of people only speak and not practice.

Condoms ‘too big’ for Indian men

There is a “lack of awareness” over condom sizes
A survey of more than 1,000 men in India has concluded that condoms made according to international sizes are too large for a majority of Indian men.
The study found that more than half of the men measured had penises that were shorter than international standards for condoms.
It has led to a call for condoms of mixed sizes to be made more widely available in India.
The two-year study was carried out by the Indian Council of Medical Research.
Over 1,200 volunteers from the length and breadth of the country had their penises measured precisely, down to the last millimetre.
The scientists even checked their sample was representative of India as a whole in terms of class, religion and urban and rural dwellers.

The conclusion of all this scientific endeavour is that about 60% of Indian men have penises which are between three and five centimetres shorter than international standards used in condom manufacture.
Doctor Chander Puri, a specialist in reproductive health at the Indian Council of Medical Research, told the BBC there was an obvious need in India for custom-made condoms, as most of those currently on sale are too large.
The issue is serious because about one in every five times a condom is used in India it either falls off or tears, an extremely high failure rate.
And the country already has the highest number of HIV infections of any nation.
‘Not a problem’
Mr Puri said that since Indians would be embarrassed about going to a chemist to ask for smaller condoms there should be vending machines dispensing different sizes all around the country.
“Smaller condoms are on sale in India. But there is a lack of awareness that different sizes are available. There is anxiety talking about the issue. And normally one feels shy to go to a chemist’s shop and ask for a smaller size condom.”
But Indian men need not be concerned about measuring up internationally according to Sunil Mehra, the former editor of the Indian version of the men’s magazine Maxim.
“It’s not size, it’s what you do with it that matters,” he said.
“From our population, the evidence is Indians are doing pretty well.
“With apologies to the poet Alexander Pope, you could say, for inches and centimetres, let fools contend.”

The kind of comments posted on your site (e.g. see condoms) seems to reflect the thesis of your website, i.e. “pakistan ka khuda hi hafiz hai”, where if there was ever a possibility of removing the negative connotation from it, seems to be impossible in case of Pakistan.
I would argue that the term really is used in situations where something has really gone FUBAR, and in no way reflect an atheist view. so really rename your site to Pakistan ka khuda hi hafiz hai.
